How we have allowed our education system to be ruined?

Whilst the focus of EduNet is on "Educating for Work" and so has a target demographic of 16 plus through life long learners, it is interesting to consider the Education minister Mr Gove's remarks about the 26% of 11 year olds that move from primary to secondary education whilst still being functionally illiterate.
How can we, as a civilized and well developed society have allowed this to happen? Whatever the answer to that question and to whom we might seek to attach the blame, the hard fact is that it is going to take a minimum of ten years to correct the situation.
It is beyond doubt that political interference and probably political dogma has weighed down education and diverted its focus from educating for life to educating to a political agenda, targets and performance bonuses.
Starting from where we are now, it is difficult to see how young people coming out of British schools and joinging college or university courses can hope to compete in the job market with better, or at least more relevantly educated Eastern Europeans.
